President Theodore Roosevelt, who initially had the Motto IN GOD WE TRUST left off of the Double Eagle.
After significant public agitation, around the middle of 1908, the motto IN GOD WE TRUST was added to the reverse of Saint-Gaudens beautiful Double Eagle. That change was made by an act of Congress. President Roosevelt felt that having the name of God on a coin was blasphemous, for gambling and other sinful activities were being paid for with gold coins. Additionally, the obverse hub--and consequently the dies for both sides--were strengthened. This resulted in the 1908 With Motto coins being better struck and detailed than the erstwhile No Motto coins. Thus most 1908 With Motto coins have that dramatic sharp strike and a "soft" frosty finish.
